Uploads are sold in prepaid packages, for instance, 1.000 saves cost $0.80 per save and 10.000 saves cost $0.45 per save. A typical use-case is an organization with hundreds of users that only report safety observations occasionally. All these users may be registered and active for free.

No. When you pay-per-user we only follow the number of active users. For instance, if you purchase 10 user licenses, you may register 30 users and switch at any time which 10 users are active.
